My thoughts exactly. This approach is only acceptable when applying to some school or uni, with limited number of places,not for these already enrolled.
Similar how some predatory corporations fired and replaced bottom-scoring 5-10% of their workforce yearly, regardless of the result overall.
This should be illegal.
