Himari only took advantage of the situation regarding Arisu to be even more aggressive and abusive towards Rio than she already was, she used the situation with Arisu to back up her personal grievances with Rio but it hardly had anything to do with her.

Himari hurst Rio for the sake of hurting Rio yet no one thinks of her as having to apologize to Rio or sees this as plain abuse.
