There is no fixing someone who doesn't want to fix themselves.
I don't mean to get too heavy but you're only half-right. Sometimes an intervention or some other big event can be the trigger to change someone's habits. Sometimes you might even need to force them to get treatment which they won't want. They say that the first step is admitting you have a problem, but I've seen a lot of addicts get to the "sober for 3 months" point before they admitted they had a problem in the first place, and they were only at that point because people they lived with cared enough about them to stop them before they did anything, and because they had to go through an outpatient rehab process in order to keep their job or to not get expelled from their school, a process where they got tested regularly for traces of alcohol or drug consumption. They all said they hated it (all but one also hated Alcoholics Anonymous, but the one who liked it is kinda religious so no surprise there.) But once they had several months of being forced to get fixed, they finally realized they had a problem and started wanting it for themselves. Even the ones who eventually relapsed did so because something terrible happened to them and they didn't know how else to cope, and since they had already admitted they had a problem, they were able to get themselves sober again without draconian measures. I'm grateful to the families and friends of the now-recovered alcoholics and addicts in my life for spending so much time, energy, and money on forcing those people to get better. For every one who recovered, I lost another one to overdose or self-inflicted unalive... thankfully, Kikuri is a moe manga character so we don't have to worry about her meeting a grim fate, we can enjoy her antics from a distance.
tl;dr given enough people and resources and most importantly time, you can fix people who don't want to be fixed. And if you know someone IRL who needs to be fixed, you might want to start reaching out to their friends and family to talk about a plan to get them treated. Tough love can and does save lives.

Its funny bc Hiroi is surrounded by ppl you could expect to be helping her get off her addiction yet no one does anything even after knowing how she lives XD
