That's Luna from Mega Man. The author drew quite a bit of "fanfic" of her so I'm guessing Star is inspired by her.

I think a full-body image would better display the Luna/Star similarities since you get the whole dress/leggings/drill-hair combo. I also think it's less that Heriyama "drew quite a bit of fanfic" of her and more that he was "a major pillar when it comes to Luna Platz fanworks."

The author being a major Mega Man Star Force fan explains a LOT about this series. There are countless similarities beyond the Star to Luna comparison. The whole story feels like an ad libs version of a MMSF fan work. Like the author just swapped some names and character designs but left all of the dynamics.
