@youdontknowwho the ones who were in charge of the kingdoms were strictly behind this war. Alois -- we address him "the crown prince of Zerestria" but Zerestria's king died few years prior, so he was probably already Zerestria's king (also Rolan was older than him, so he should be first to the throne, but he resign and let his younger brother be the crown prince... we still don't know anything about it). Moswick situation was different as there was an active on-going battle for the throne between Evan and Ishmael.
As for servants, yes, I doubt Kikuchi a lot. We saw some inner thoughts of Hino and he seemed like timid guy who wants nothing to do with it.
