I don't get the sense the editor or publisher would care, let alone enough to sufficiently push back against Minenami's intention.Either the author or the publisher didn't have the guts to kill off Nagi and Reiji, but given the story themes and setup, I'm guessing it was the publisher who made the decision to not kill them off.

One of the 1st manga i read when i introduced myself to the hobby was Masakazu Katsura's I''s, and i thought the volume ending was the mag ending, but after some years i found out that manga also had a horribly rushed end for the weekly serialization, and the tankoubon ending was an expansion.
