It could be. That's one way to make a bad guy look bad. Simple.
There is also a possibility that our understanding of what Lowell is and can do isn't accurate. In that case this could be a clue to a big reveal!
You know how Kiriya needs anger/rage to activate his power? Maybe Lowell has restrictions too.
Or it could be like someone at the top just wanting to torture people or not use the psychic brainwashing power for some reason.

I feel making zero attempt at making the re-education center palatable is a bit on the unrealistic side; we have examples of actual places like this in China (naturally, not quite so over the top) being displayed to journos in very controlled tours and they don't talk about liquidating people in the basement.

His power isn't omnipotent, it gets weaker over time and it's not as effective if they're not listening to him directly, they can also just use earplugs and other methods to weaken it

That's why he only maintains the ones on top of society and already brainwashed to some degree close to him, it's safer and allows him to split tasks, when there are ppl that just get invisible and others blowing up everything his power suddenly isn't as strong as you'd think

He's smart in taking all those precautions, otherwise he would've been dead already

considering his power is related to his rage, i can only see sad outcome in this encounter , either to make MC a bit more powerful/have better control over his power.
