I agree. He definitely either has power or is using someone with power so his voice is manipulative. That or the speakers have some modification and descent is something the regime is trying to negate with technology. But I think it is more likely the former rather than the latter.

its answered in newer chapter actually: Lowell descent power effectiveness reduced if used via telecommuncation or recording. drugs making their resistance lower/dull thus its as if they receive direct brainwash. Lowell lackey still making stuff to recreate his power through technology is also proof
