However, if you or someone you know has a Costco membership, I would recommend something like this.

I realize this is a bit overbudget, but it comes with a warranty and tech support which I imagine someone who is "tech-illiterate" might benefit from

You can also become our guinea pig by getting the Steam Machine, closer to your budget but it all depends what you need (check your videogames/future videogames specifications).

You need a stable and robust Internet connection so ymmv, but I had a good experience with using GeForce NOW even for (single player) FPSes.

I want a desktop PC, partly for gaming, but also to try out windows after using Mac for almost 20 years.
