Considering he's known the Red Ranger since childhood I think he's jealous and wants to do something to spite the Red Ranger. What exactly he wants to do I'm still not entirely sure.

My guess was he was that guy who rescued Red from bullies in a flashback -> friends who both want to be heroes (with both of them thinking the one who'll make it is him) -> only Red makes the cut for whatever reason -> bitter jaded -> gets involved with evil or some shit.
