The mother has wronged the child, but if the mother is robbed of emotion, it will be all the worse.

This attitude is her own, from what the story so far says. People give in to their own negativity and become devils. Instead of purifying them, these shady magical girls are basically harvesting them for some likely traitorous reason.

In other words, this mother is acting this way entirely on her own, as of her own fault. The only magical element is that she'll become a devil because of her black heart. She should not be forgiven for this.

@Kayriel to me it seems becoming a devil is like a mixture of magic and mental illness. At first she is slowly filled with negative emotion, which is her own doing, but then once it is strong enough she becomes unable to resist as it forcibly warps her mind, sending her spiraling down into transforming into a devil.

You could think of it as each person having a spark of negative emotion in them. Some people feed the spark, causing it to turn into a small flame. Turning into a devil is like having gasoline dumped on the flame, turning it into an uncontrollable inferno.
