No, that's a natural trumpet. Bugles are a conical bore instrument, but that appears to be fairly cylindrical.

To me tho, it looks more like a U.S Regulation bugle. See, its a thinner connical flare than most bugles.

Also, most natural trumpets or baroque trumpets have a distinctive knob/bubble in the middle. Like is seen below.
And it seems too short to be a natural trumpet (which are longer than the one the cat is depicted blowing).
