ok when I first read this i thought "why would my town being historical make coding harder?"

yes I am really that fucking stupid.

but then i read it without being stupid and yes it is much harder. you have to apply to a historical commission, regardless of whatever your building is for. It has to conform to the design standards they set out. It can take years.
