I likely misattributed it totally, but I meant mostly that criticism of democracy that it rewards being good at being elected (In this case, being easy to consume, offering rewards in lewds) over being actually effective leadership (In this case not being a cheap cashgrab for the publisher who pulled another self-indulgent webnovel or self-insert-fic or at the very least being good smut).
Also, the view of "Democracy requires an informed electorate for effective governance", which in this case would be "popular new titles needs the readership to have some standards for quality in what they consume for good results to appear in it". (Looked it up again, and it actually was part of Platos work

Granted, the problem then turns to having leaders chosen. Who is the one deciding the leaders? Who defines what good leadership is? What stops someone from changing it so only people with his views are considered good leaders?

Which in this case would be "who decides who has an at least decent taste?", though that one is actually solvable in the situation, as Mangadex overall resembles not a democratic institution, but a feudal monarchy(One could argue even a theocracy, with how the upper management does things often without the knowledge of the mods, like a mad emperor/god, though that kinda departs from realistic examples and is really just a disconnected bureaucracy from the outside), best seen in the report system, which very much resembles making a petition to your feudal lord, who can decide to grant or deny it.
