Also it was obvious that the Hybrids where kept by PS. The ones that are dangerous or untrustworthy are sure to be in containment thou (Reze, Quanxi, Katana) but the rest must be working for PS. Not like they can refuse anyway.

To be fair, it was the Chainsaw Devil that fought the weapon devils so Denji really has no clue who he is.

IIRC isn't the guy they fought Katana Man? If so and if this is Sword Man, could be an entirely different entity.
Also, I feel like less people are scared of swords in general around the world so he might be weaker, while fear of katanas (at least in Japan) are higher.
