Why is everyone thinking it's the Death devil, when Plague should come first?

Plague is classically non-existent. It replaced Conquest in common consciousness a while ago, which was actually the Control Devil.

So no, the Plague Devil isn't one of the apocalypse sisters. Nayuta(probably not actuallydead?), Fami, Yoru and Death(not unveiled, but confirmed) are the ones right now.

Because there is a difference between blowing all your limbs off and dying, or blowing all your limbs off and not dying.

Fiends have always something clearly inhuman in their heads, like Power's horns or Halloween's brain sticking out.
Best we could hope is a new reincarnation that still loves Denji and wants to help him defend humanity.
