I think it's more that humanity can repeat what it did earlier. By eating nuclear devil mankind forgot nukes, but they can still discover them again. Plutonium and uranium still exist, just the knowledge of how to make them a bomb is gone.

Its both I believe. You can sort of imagine humanity unknowingly slowly moving towards the recreation up until the point the concept of nuclear weapons was freed from the stomach zone back into causality.
Reminiscent of cosmic horror themes.

We're still not completely sure how Chainsaw Man's eating/erasure power works, particularly in this case where he ate (?) the Nuclear Bomb Devil (????) in the past because humans can just rediscover nuclear bombs. I don't think he changed nuclear physics at all when he did that, even though he has eaten bigger, more supernatural threats that didn't come back.

My guess is that Pochi didn't actually eat the Nuke Devil. Instead, someone or something altered either time/reality to temporarily undo their invention, or altered humanity's perception, causing them (and by extension, Yoru) to forget nukes still existed.
