Just to clarify.... Makima was overpowered by the Dark Devil and had to escape... So, no; she is not stronger than the Dark Devil.
And it was clearly stated that the Dark devil was one of the devils that never died even once and these devils were far stronger than the Gun Devil, so it wouldn't make since to even hope for an inferior devil to defeat her if a superior one couldn't.
