Even in a country as small as Italy it is very easy to recognize whether a sentence, even if pronounced and written with precise grammar, is from the north or the south of the country. It is all a matter of using certain words rather than others, slightly different lexical and grammatical forms, even the inflection with which they would be read. A foreigner probably wouldn't even realize it, but an Italian notices it instantly.

So let alone if such a difference in speech cannot exist in a country the size of China...

@Seshat: Dialect is not that simple. You can't just sprinkle a word here and there, or changing the spelling, and make it work. If a person is not actually fluent in a certain dialect, if they try to copy it, it will sound completely unnatural and a native (or someone who knows the language well) will be able to see the errors immediately.
The plagiarist probably doesn't dare to claim that she is fluent in Northern dialect because if the judge tests her to speak/write something in Northern dialect on the spot, she will not be able to do it.
