Agreed, though my (admittedly secondhand) understanding is that in a mainstream Japanese society case, it's less overt individualism and more being encouraged to be so hyper-sensitive to the goodwill of the collective that you shouldn't ever, EVER do anything to inconvenience someone else. Similar end result, though, with people being discouraged from opening up or asking for help, and all of the repressed psychological damage that comes from that.
