Place yourself into one of the residents of the world. They literally are bribing governments and shit to allow their shit to go on. Biggest honey trap ever. Also wants hypersexuality imposed on literal children. Now obviously I will not mention the age of consent since older teens do have sex, hence why it's 16 in many states in the US and countries around the world. Thankfully, it's less acceptable for minors IRL to have aex and should thus be isolated to edge cases(which are why it isn't 18 to consent) whenever possible. But the village's goal is to spread their stupid ideology over the entire Earth. Depending on how realistic, this will also increase the rates of STDs(as it takes one guy or girl to spread it) and unwanted pregnancies, but that's depending on if the mangaka will get serious or leave it as comedy.

You'll never know if they make the plot actually go forward. IDK since horny doesn't necessarily mean no plot, though I wonder if Sakusei Kenkyuujo works are an exception and not the rule.
