They're not completely shameless, they're just comfortable around each other. They're so familiar, they're basically like symbiotic species, but around strangers maybe not so much.
I like to think that if they each got a proper girlfriend/boyfriend, they'd maintain a proper distance on dates with them but still have this broken distance with each other which the gf/bf would just have to get used to.

Read an article about how Boichi (artist of Dr. Stone) was saying that too many manga artists are trying to aim for Shounen Jump, and that it may be reducing the variety of stories being told in manga. I think he's right, but on the other hand, there's stuff like this which is too risque for Shueisha, but is arguably lapping most of the stuff they put out, especially their constant stream of generic battle manga that keep getting axed at 20 chapters.
