If she target the alleged strongest then she can subdue the weakest even if the element of surprise is gone. If she neutralize the weakest first then the strongest will now know.

If you aren't confident that you can take out the strongest with your attack you can go for someone else to reduce their numbers. Being outnumbered can be more of a concern than relative strength.

Arc is wielding a sword and wearing heavy platemale indicating he is a close range combatant. Usato is wearing a uniform, have an animal companion and no visible weapon on him, drawing the conclusion that he is a mage. If she killed Arc first Usato might shoot at her from a distance, staying by the side of the “hostage”. If she killed Usato first Arc would have to ether stay by the “hostage” side, where she can shoot him safely, or run after her, leaving the “hostage” time to escape, while she can hide, run away or try to kill him.

The way everyone quake their shoes and that hooves (for the horse) is so funny just because usato made the same look and pressure as rose (Its a slow journey to catch up but it will do, unless there's another Mangala who also wishes to make this but skimmed most of the story like the arafoo kenja (has 2 different mangas but completely different pacing)

this manga needs so much faster releases

Yeah! This mangá is super fun to read. The big downside is that it’s monthly. The last arc only felt long because of the monthly release schedule. I think the best way to read this mangá is to wait for the arcs to finish and binge them all at once. But honestly, who’s got the patience for that lol.
