Wikipedia only mentions a ban in Malaysia and the USA, as well as a partial ban in China.

You may be thinking about shark finning, which is the process of removing a shark's fin, then dumping the rest of the shark back into the ocean. This is illegal in many countries, but not all.

Japan bans neither, and I don't think they're going to stop any time soon.
