While MC did take the skill she was supposed to get as per game plot, those don't happen until the War breaks out and the Amy, Prince & Co. are forced to flee.

Aka., the reason Amy acts like that is because she considers herself as the Chosen One, and believes that as long as the situation falls in line as the game plot, everything would work out for her just like it does for the game protag.

Besides she was kidnapped because she was summoned to the king. It was bot a fair battlefield to begin with, where her level would mean something.

I disagree I think Allen failed to stay ahead of Amy and her band like he had been in his prep run. He thought he'd averted the danger for the most part to cause war. And remember Amy is a noble and with the hostility between her group and Ana's if anything happened Allen would be blamed for anything.
