I'm under the impression that this whole business of the god-like being taking away away human's ability to make music is to... give music organs a chance because they were fading from relevance (like, he's that much of a fan of that particular instrument and wanted to force humanity to recognize music organs or something)?

The two kids appear to be actually the said god-like being's parents and they took advantage of the situation to cause chaos and be entertained. ML was able to make those music boxes because technically physics is running the show in those things without input from human hands, or it's a loophole that he could exploit due to being the black script holder (which the said god parents gave him for entertainment).
