The problem with Hikari is that she's willing to lower herself. Say what you want about convenience, but that doesn't make for a long term relationship. She's actually seeking both solace from her family (as you can derive from the novels) and a comfortable lifestyle, which Saito could obviously provide. That's not love. That's not even lust with potential. It's a straightforward business arrangement.
