In order to replace the population using 2.1 as a goal, every woman has to have two kids (and every tenth woman must have three). That's not going to happen. We've stopped stigmatizing lesbians and gay men into hetero marriage—that's fine, but we also have #childfree and like movements pushing anti-natalist policies, life-long NEETs, and some marriages will end after one kid. And some single women have one kid, single mother it, and then never have another. (Exceptions exist, of course: I read about one living British feminist who had three kids, all from different dads, and never married or cohabited.)
Even considering the lower death replacement rate, if you have two kids, you're waiting for someone else to have a third. So, if Ryuuji and Nana want to help repopulate Japan, three kids is the golden number.
As for spacing them out: my parents had two kids two years apart, and then one more after five-and-a-half years. (To the day: my sister's birthday is on my half-birthday.) I'm not sure it had any effect on how well we got along.

Not once,not even under Abe,did they address the high cost of living in Japan,where it becomes nigh impossible to have more kids without some serious income,which can lead to workolicism,which leads to kids experiencing a severe lack in parental guidance.
