The issue is not that they cannot have an army, but that they cannot have an army at that location.
Likely a combination of bribes (including favorable treatment after he is crowned) and threats. All pretty standard politicking.

I know how you feel bud. I noticed they somehow either have multiple PR working on a single chapter (hence noticeably different levels of PR quality per page), or they simply do PR half-assedly. And that shitty censoring they do is way more than necessary. I have a feeling they do that unnecessary censorship because they don't want their site getting blocked in China. Even chinese-translated h*nt@i manga have unnecessary censorship on the covers
