Well the top part of it is probably her name, which is probably supposed to be read as Fujiko but with the usual ko, 子, swapped out for 岡 which would be "mount". That bit has been on her uniform's name tag the few times that gets shown.
No clue what the 106 was about, but we'll just go with other people's answer for that one.

I think her name is Fujioka (藤岡) like the city in Japan. I could be wrong of course.

Could be that too. Kou and Oka are both ways the thing can be read. I just figured Fujiko since I've actually heard of that one being used as a girl's name while Fujioka is, as you say, the name of a place or a surname. Guess it depends on which part of her name that's supposed to be.
