There's such files on sadpanda or e-hentai but they're usually hentai manga.

I, too, never saw cleaned manga torrents being shared for translation work, but I suspect that's because translators either can do it themselves at a reasonable rate, or they have cleanup, type-setting guys they work with.

Someone could slap machine translated garbage onto someone's cleaned raw pages and post it or worse, put it behind a paywall. It's quite understandable if they don't share it. You don't see my sharing my programming or electronics projects either.

There is no such section on Mangadex because of the rules, for other series you can check nyaa torrents or the pages that appear in the description. But you will never see the pages cleared for said reasons, unless it's from a Fanbox and the artist left them without text. About series being translated, some groups offer them so long they're mentioned in the credits. Other than that, there is no one using their skills for no purpose.
