That's kind of how every god ever rolls, because we wrote so many stories about them punishing people to sort of go in a roundabout way of telling people not to be dicks and to be pious as well while they were at it. Though if someone has to be frightened into not being a dick or being faithful to their god, there's probably a deeper problem there that isn't being resolved.
