Is this like one of those bright-eyed Hollywood hopefuls trying to pitch an idea to the bigshots, not realizing how unimpressed they would be, assuming they spared even a second in the first place?
Only instead of Hollywood, OP is asking on a manga pirating hub, which has frosty relations to mangakas/publishers at best, and outright antagonistic at worst?

Honest advice:
Even if your art skills are terrible, if you have enough drive to create a webcomic with a solid story, there's always the ever so slight possibility of having it be adapted. It's for sure a long-shot, though it's better to have something to show versus trying to just tell professionals ,"Hey there, here's my totally rad idea off the top of my head that I want you to make!"
