Cooldowns much longer?

Why are cooldowns all of a sudden much longer? I recall it being like 30 seconds between posting and 60 seconds between making threads, and now it's like 60 seconds between posting and 15 minutes (900 seconds) between creating threads?

The second cooldown in particular is absolutely insane as it effectively kills making new discussion threads since it takes so long per thread.

Well it turned out that the cooldowns I wrote about are correct and probably won't be getting reverted.
