The verb “recommend” does not take two direct objects as an inner accusative and an outer accusative.

“I recommend the cheese to you.” ← correct
“I recommend to you the cheese.” ← correct but unusual
“I recommend you the cheese.” ← incorrect

I think that some people have been confused by the form

“<subject> recommend [that]”​

as in

“I recommend you see a doctor.”​

which is really an informal version of

“I recommend that you see a doctor.”​

Without the “that”, “you” might look like an object. But the real object is the proposition

“[that] you see a doctor”​

Indeed, one could write

“I recommend to you [that] you see a doctor.”​

just as one could write

“I recommend to you [that] your child go to school.”​

Of course, non-native speakers are not only more prone to such confusions, but to imitate the practices of other non-native speakers.

The art may be ten or a hundred times better than the previous works, but the poor writing saddens me deeply.
