I think that some people have been confused by the form
“<subject> recommend [that]”
as in
“I recommend you see a doctor.”
which is really an informal version of
“I recommend that you see a doctor.”
Without the “that”, “you” might look like an object. But the real object is the proposition
“[that] you see a doctor”
Indeed, one could write
“I recommend to you [that] you see a doctor.”
just as one could write
“I recommend to you [that] your child go to school.”
Of course, non-native speakers are not only more prone to such confusions, but to imitate the practices of other non-native speakers.
