Can someone explain me why not all race tracks come with their curves banked? is it to force drivers to slow down, or to add difficulty to the track?

Slow down + difficulty. Maybe some older tracks cost.

Mainly its due to needing alot of earth and other support to build one, and you would also need a rather large radius curve to support it. But it does exist in natural forms, like several turns on the Nurburgring and tracks with large elevation changes likes Road Atlanta

Because you can gain too much speed on the straight before the corner, people often go off the course without making the turn.
