I wonder where have we seen this character before?

He was in the very first chapter, he is the one who had scored MC's (unfaithful) former GF at that time, triggered him into a race he lost by getting himself caught by the speed radar. He returned a few dozen chapters later and raced him again... Only to get told off by Tora-san for "not having any love for his car" and slapped by Saotome-chan.

In short, he's a pure-bred loser (far from the worst though, there have been car thieves, cat thieves... and that afro guy)
