Back in ch. 14, Luna is introduced as the Demon Lord chosen by the mark of lust. The manga skips over a lot info about how Demon Lords work.

Seven demons are each chosen by a mark to become Demon Lord, which both grants them a power-up and status. Unlike the Heroes, they are pitted against each other until only one is left alive. That Demon Lord is granted the title of True Demon Lord, and the Heroes are tasked with killing them. Regardless of the results, the cycle starts over in the next generation, where new Heroes and Demon Lords are chosen by marks.
