Yes, I believe that Shimada used Sanko's bones to become Shimada Death.

Hmm, theory time: Damemaru and Shimada both offered up A Zaha Sanko's bones. I'd guess Shimada Death wished to never be in danger again or something, or to have as much power as they wish...and that Damemaru wished to be eternally young. Which is why he insists he's 15 and immortal.
Whatever the wish granted does, it's like it's being granted by something that doesn't understand normality...
