My idea for how that would occur would be a scenario where she drags Gotou off for a scolding for womanizing like she did with Inukai, but then is taken aback when Gotou bursts into tears and tells her everything about how his love life got so fucked up and that he’s in over his head; causing her maternal instincts to go wild with desire to comfort him.
She does give me the impression of a sexually suppressed cougar.

Her comment about being bored with limp dicks was an indirect she told Kume. Even if she was talking about boys in general on the surface, the truth was that Agawa was talking about Gotou.
You wonder why Shigemi became so fixated on attacking Gotou after that.
