He's right, between chapters 67-76 (V8's composition) you have Shiina's sex scene, Agawa's sex montage, a threesome with Shiina and Akito, Gotou's failed sexual encounters with Akito, Agawa, and Shiina, and then Shigemi catching him naked on the roof.
If volume 9 is likewise composed of chapters 77-86, then there isn't a sex scene there at all, just nudity and making out.
I didn't see any bonus content for volume 8 besides drawings of students doing club activities at the end of some of the chapters and a drawing of Gotou, Inukai and class president sleeping on a bus.

Of course, this manga is extremely erotic, but both the characters and story are excellent, which is why a bunch of mangaka (both hentai and non-hentai mangakas) have praised it as something special. For me, it definitely stands heads and shoulders above most of the other seinen/erotica/ecchi/hentai manga I've read (and I've read a lot lol). There's a lot of competition out there, and in the sea of generic erotica, this manga's success doesn't surprise me at all.
I agree, you don't get kudos from the author of a manga like Initial D for nothing, no matter how much pseuds and purityfags might cry about it. It's also pretty refreshing to see a rom-com depict teen romance and sexuality honestly without tripping into pure melodrama like Scum's Wish or School Days.
It's like a manga version of Fast Times at Ridgemont High.
