Let's be honest, he could have hindered the demon in many ways behind the scenes to a point where he could have fulfilled his promise to help in a more respectable way. Instead it boiled over and he stole the spot light

Genocide spell as in those meteor spells?
He learned and got it as a proper spell after using those scrolls, tried it once only to find it powered up way too much from his levels and/or stats, and decided to never use it again.
It now hits such a massive area with far more and much larger meteors there's no way for him to avoid annihilating all friendlies aswell.

If you re-read chapter 4, his use of his meteor shower spell (not the freebie 3-shot in his menu) left the entire map a blasted wasteland, on the scale of multiple nuclear weapons having gone off. Satou determined that Meteor Shower was no longer useful in a tactical capacity. Despite what you might feel, this fight is a mediumish scale tactical situation, even for the scales of this world.
