@SweatyBrie - magic requires a rather exotic way to pronounce it, and Satou isn't talented enough to do it without "chanting" skill. Which he doesn't have.

@Liquidxlax - the way I understand it, Rocket Wolves do have unnaturally powerful farts that allow them to move rapidly. Not the weirdest monster out there.

Once MC has cast a spell, even through a scroll, he can use it "chantless" through the menu. Arisa can do something similar.
But for the first cast, he needs to chant. Which he can't do at this point in manga, because it's a really hard skill that takes mages like Zena a long time to master.
