Keep in mind all of that is happening so fast while she is physically and energetically overwhelming him while having twice his presence and size. By the time he gets what's going on, she's already laid on several attacks.

It's also important to note, that it's not uncommon for Japanese people to just freeze up in "unscripted" scenarios due to deeply ingrained cultural, linguistic, and social factors. This behavior is often not a personal failing, but rather a result of a "tight" culture that values preparation, harmony, and avoiding embarrassment.

The author really thought this through, and I would expect this manga to be even funnier from a Japanese reader's POV.

Yeah, this is my one issue with this manga, their relationship development is too fast. I'd be different if they just hit it off really good and became close friends.
But they known each other for like a week and are doing this shit despite not being in a relationship.
Going back to the vacuum thing there's also the fact the she just has a higher position than him both physically and career wise. He can't reject her outright because he's seen how emotionally fragile she is. He hasn't known her long enough to know what she might be capable of.
