Actually what does anti canon mean here?

A lot of anime movies and specials are non canon by the simple fact they tend to not be created by the author but by their assistants (not always, sometimes the studio who's licensing the animation of the series). They try to release the movies on par with the regularly scheduled series to give it that appeal as if it's canon.

Sometimes the writing is reeeeeally good to where you don't notice (Kogoro being a really good shooter, Cooler and Janemba, Pokemon the first movie, etc).

But then you have other times where there's some obvious errors to where you can't ignore it once you acknowledge the timeline of when the movie technically happens (Captured in Her Eyes, Plan to Eradicate the Super Saiyans, Any legendries Ash meet in the movies, etc) thus making it anti-canon, where you have to ignore the plausibility of it since to a lot of us, there was an obvious error.
