Doubts about the rules

Reading the rules out of pure interest for the page, I found a few to be unclear from my perspective (ignorant of most computer lingo), so I wanted to ask here for help of a mod or a connoiseur.
Why don't 2.1 and 2.2 contradict themselves, when in 2.1 the upload of scanlated versions of officialy released manga is banned, and in 2.2 it is written the rules of upload for a scanlation of an officially released manga remain the same? I guess it has to do with 2.1.1.2, but why then it isn't listed as 2.1.1.3 is beyond my understanding.
What does "source release" mean in 2.3.2 when it's talking about the permission of the use of a preexisting scanlated script to again upload it translated to another language?
What in the name of our Great General Myao does "least restrictive group" mean in 2.3.4?

@Alraisen 2.1 and 2.2 don't contradict because a direct scan or rip of an official release is not a scanlation, which means an unofficial fan-translated product. 2.2 means that even if there is an official translation or a license for some manga, it does nothing to prevent people from uploading their own scanlations of the original manga. In short: official scans (including raws and translations) are not allowed, but even if they exist, unofficial translations are allowed.

"Source release" in 2.3.2 refers to the scanlation from which the secondary one is derived, for example a Spanish scanlation that uses an English scanlation as its source rather than the original manga.

"Least restrictive group" in 2.3.4 refers to the upload restrictions discussed in 2.3, in cases where the release is credited to multiple groups. The phrasing is a bit abstract compared to our current implementation to leave room for possible future developments. However, since currently the restriction is only either on or off, "least restrictive" practically means that if any of the groups isn't restricted, uploading the chapter is "generally allowed" to be done by anyone rather than just group members. The language there is a bit vague to give staff leeway to override the "general" rule in cases where the groups in question have issues with it, but I don't remember if we've really ever needed to apply it.
