such is the world of Japanese romcom comics.
It'd be problematic if it were a guy doing it to a girl (outside of Josei manga at least), but with this it's "fine because it's cute/hot/etc.".

Same deal how lots of romcom genre manga utilize "physical comedy" wherein MC (usually a guy) gets caught in a "lucky pervert" situation and then gets beaten black & blue by one of the women characters, with no apology after the fact and such.

Just part of the humor that's built into the medium.

Yeah, I stand by what I said before - the "older" twin brother is just a jerk. They might be brothers and have their moments where they're nice to each other or whatever (like that Extra posted previously where they got ice cream), but the brother is still hostile toward MC over the attentions of the FL.
And he could just...not be that. But he's being set up as the antagonistic force that seeks to scare the MC away from pursuing a relationship with the FL, on top of the younger sister clearly preferring the brother and leaving the MC high and dry.

But that look of anger and malevolence is born of more than just "narrative circumstance". That's not the look you give to someone you're related to who you ostensibly are fond of.

Given the premise of the manga, I can understand that the protagonist will take time to forget his crush and shift his feelings towards the older sister. But if when that happens he'll still not act because he's too scared of his brother it will be very annoying.
