Oswell is the first prince of Stromheim and one of the potential successors to the throne alongside Medis. Same guy who has also been scheming with Rudger(which the queen just caller out) and the Singularities

She looked after Oswell when he was a kid, so I think she still sees him through rose-colored glasses and refuses to view him as evil. She has a deeply ingrained sense of honor, and she’s probably using that to justify his actions.
