They could make plans that include the knowledge that he is not limited to the summons he showed before. Instead of letting him overturn them when he pulls out trump cards they didn't expect.
They could create great public pressure to have him work his ass off as a military asset, "because he has the power". And if he doesn't, the people will hate him.
Same, but for teaching ppl how to do the same.
They could decide he is too much of a danger, and outright assassinate him.
And so on, etc. But mostly, the issue is that he is a very private person that doesn't want to stand out. And while he happened to accept standing out a bit in this fight, he clearly still was not making it known that he operates on entirely different principles. That is really what's my main issue with her shouting it out to all.
As for your scenario, he can't summon things he doesn't know exists already. It was explained this (or the prior?) chapter.
Literally everything you said can happen regardless of the knowledge that the MC is not bound by contracts.
And worse.
The MC seemingly has contract with Leviathan and Salamander and as we've seen with the teacher and the blond commoner summoner the contracts are transferable, he would have summoners DEMAND to transfer them up to the crown (specifically some high ranked noble summoners) or be deemed a traitor AND a potential threat for refusing to relinquish such powerful assets for the good of the kingdom.
Then you would have those who would try to underhandedly make him transfer the contracts, abducting family members/friends/lover/etc. Knowing that there is no contract to transfer is most likely the best gift (even though an accidental one) the loli wizard did to him.
As for deeming him a danger, well he is a summoner who can effortlessly summon at least two divine beasts, he is obviously in the "dangerous as hell" category already.
The MC's explanation of his powers is flawed, we've seen him in chapter 7 creating a completely malformed advanced golem that only had one arm and a tiny waist and it was still stable as they come, in fact it was even more powerful than the fully formed advanced golem of the person he was fighting against.
What's more, in chapter 9 he drew an advanced fire golem, something he had never seen and according to the disbelief of the female summoner he was fighting, such a thing does in fact not exist in this world.
Heck I am a million percent certain that the MC has never seen a leviathan be transformed into a spear like in chapter 21, and yet he did so effortlessly.
That's why I am certain that his draw magic doesn't work the way he thinks it does. And why my "scenario" is possible.
As for the MC being a very private person, that went out the window the moment he chose to fight with thousands of spectators, commoners and nobles alike. And the fact that he works on different principles is already apparent to most spectators. As I said the loli mage did him a huge favor even if inadvertently .
